Silver is contraband in Vale Sangora. Vampires can be hurt by it, so humans are banned from owning it, and every ordinary merchant in the region will wave you off when you try to hand over a Silver Cross or a Lump of Silver. There is exactly one buyer, the Silver Trader in Svartrau City, and he will pretend he does not know what you are talking about until Coen gives him a reason to trust him.
Quick answer: Either complete the side quest Into the Den and loot the cache to get the Letter With a Tip, or raise your Infamy to level 4 (Notorious). Then talk to the Silver Trader in Svartrau City and pick the dialogue line “I know you trade in silver.”

There is only one Silver Trader in the game. He works out of a house in Altenmarkt, one of the districts inside the city walls west of the Cathedral Complex, and you enter through the door straight off the street. On the map he is flagged with a white goblet icon, the same marker used for his shop once he is willing to deal.
Walk in early and ask what he sells, and he deflects. His line is that if you have to ask, you are not the customer he is looking for. Coen simply leaves. Nothing you carry, and no amount of denarii, changes that until one of the two unlock conditions below is met.

This is the low-risk route. Into the Den can be finished during the prologue or much later, and it does not raise your Infamy at all, so it is the better option if you are trying to stay off Brencis’ radar.





Unlock the Silver Trader with Infamy level 4 (Notorious)
The second route skips the quest entirely. Once Coen hits Infamy level 4, Brencis publicly names him an outlaw, and the trader recognizes the man standing in his shop. At Insignificant Infamy, levels 1 through 3, he keeps refusing.
Infamy climbs through Court Activities, which are tracked in the Court menu alongside Brencis and his three vassals. Attacking his soldiers, clearing military camps, destroying outposts and barrels, raiding blood cellars, and sabotaging anything his Boyars control all push the meter up. Your current Infamy level is displayed at the bottom of the Court menu.
Note: Reaching Notorious is also what gets you invited to join the Manumits through the Where Loyalty Lies quest, since Crake wants proof of what you can do before he lets you in. If you are already tearing through Court Activities, the trader unlocks as a side effect and there is no reason to go hunting for the letter.

Higher Infamy makes Vale Sangora harder to move through, so grinding it purely to open one shop is a poor trade early on. The letter costs you one short quest and nothing else.
How to confirm the unlock worked
You know it stuck when the Silver Trader drops the act mid-conversation and the shop inventory opens instead of him walking away. From that point the sell tab accepts Silver Valuables, which no other vendor will touch.
If he still brushes you off, the cause is almost always one of two things. Either Into the Den is not actually finished, because the cache under the white “X” was never looted, or your Infamy is still sitting in the Insignificant band at levels 1 to 3.
What the Silver Trader buys and sells
He deals in far more than contraband. His stock covers weapons, armour, accessories and consumables, including high-tier pieces such as the legendary amulet The Shredder, the Slasher’s Pendant, the Artisan’s Tunic, and the legendary consumable Potent Powder of Sharp Mind.
His purse is finite. He carries a limited pool of denarii and will stop buying once it runs dry, so a large haul may need two visits with time passing in between for his coin to build back up.
Selling silver worth 1,000 denarii in total unlocks the Smuggler trophy and achievement, which is easy to hit once you have looted a couple of the bigger stashes.
Where to find silver, and why you should keep some
Silver Valuables turn up in houses, hidden caches, treasuries and anywhere wealthy. Locked rooms, church property and the homes of rich residents are the reliable spots. Quest routes push you through plenty of them too, and the Finders Keepers treasure cache alone hands over a Lump of Silver, a Silver Cross, a Silver Chalice, a Silver Bowl and 41 denarii.
Do not empty your inventory on the first sale, though. Silver occasionally works as a bargaining chip in quests. During The Heart Wants What It Wants, offering to sell silver to the butcher gets Coen taken straight to Andrei instead of sneaking into the hideout. Holding back one or two pieces keeps that door open while the rest of the pile turns into denarii.
