Lullaby is a short side quest in Chapter 3 of Valor Mortis, found in Fallen Village and finishable inside that same chapter. It opens with the cries of an infant coming from an empty crib, and you close it by tracking down a hidden Toy and returning it. Finishing the quest hands William the Tomorrow’s Promise amber and 1,500 currency.
Quick answer: From the Marketplace lantern, enter the house to the left to start the quest, grab the Weathered Key from the garden behind it, cross the bridge to the locked hut for the Toy, then place the Toy in the crib.

The key sits in the garden directly behind the crib house. Exit through the rear doorway into the muddy ground, where a few infected villagers are guarding the pickup. One enemy tends to ambush from behind, so clear the area before looting.

Pick up the Weathered Key from the glowing marker in the corner. It unlocks the locked hut across the bridge.

Place the Toy to complete the quest
Retrace your route over the bridge, back through the carriage, and into the original crib house. Fast travel from the Marketplace lantern also works if you want to skip the return trip.
At the crib, interact to set down the Toy. The crying ends, and a QUEST COMPLETE notice appears; you also receive the Tomorrow’s Promise amber and 1,500 currency. The notice confirms that the quest is finished.

Tomorrow’s Promise changes the Ferrofluid Flask so it restores health gradually rather than all at once. Drinking a second flask before the effect expires won’t extend its duration; instead, the timer starts over at its full length. This amber can also be found elsewhere in the game, and picking up a duplicate upgrades it to the next tier.
Flaming Whetstone picked up in the crib house
The item on the back room floor applies a fiery effect to your weapon, setting foes alight when you land hits for a limited number of attacks. Check its stats before choosing to use it immediately or keep it for a more difficult battle.

You can also find Flaming Whetstones lying around Fallen Village, the Fortress, and the Outskirts, so there is no need to hoard the single pickup from the quest house.
Lullaby is not required for the trophy or achievement list, but the Tomorrow’s Promise amber and the extra currency make the short detour worthwhile while you are passing through Fallen Village.
