Heart of Fire is one of the more forgiving Inner Ways in Where Winds Meet, because it does its work automatically the moment a fight goes badly. Drop below 30 percent health and it pulls you back up with a heal and a damage reduction window. There is only one way to get it, and that is to finish the Death of the Governor campaign quest, which ends with Wucan.

Quick answer: Defeat Wucan at the end of the Death of the Governor campaign quest in Liangzhou Town, Hexi, then repair the damaged desk, read the final note, and give it to the Stone Carver.


Where the Wucan fight starts in Hexi

Wucan is a campaign boss fought in Liangzhou Town, Hexi, during Death of the Governor. The quest begins at the Governor’s Residence, where you speak to the Stone Carver standing near the rock monument in the middle of the snowy courtyard. You need to have met the quest’s unlock requirement before the dialogue option appears.

Everything before the boss is a long memory sequence inside the Zhang mansion, where you possess servants, follow them around, and collect the assassin’s memories. Wucan only shows up at the very end, after you enter Zhang Huaishen’s study and his final letter is written. If you are here purely for the Inner Way, the fight is the last hurdle.


Weapon setup for the Wucan fight

Wucan is not a hard-hitting parry duel so much as a mobility test. Most of his melee swings can be parried once you learn the rhythm, but his sorcery leaves lightning on the floor, and the biggest area attacks cannot be parried at all. A kit built around movement and a little self-healing clears the fight comfortably.

  • Vernal Umbrella — lets you float over most of his ground-level lightning instead of rolling through it.
  • Strategic Sword — a mobile second weapon for when umbrella use drains your endurance.
  • A bow — required after the fight to repair the desk, so bring one into the quest.
  • A healing weapon — optional, but it covers the small mistakes his lightning punishes.
  • Flute of the Tides — the recommended Mystic Skill for this encounter.

Wucan phase 1: two health bars and two execution checks

The first phase runs across two health bars, labeled Wucan: Mortal Treachery and Wucan: Imperial Judgement. Each bar ends in an execution prompt the instant you empty it, so the phase is structured rather than chaotic. Survive, chip the bar down, and be ready to press the prompt the moment it appears.

Stagger is where the phase is won. Deflecting his swoop attack takes a large chunk out of his stagger gauge on its own, so it is worth holding position for that one instead of running. When he glows red, deflect rather than dodge, since those deflects push him toward the stagger break quickly.

His lightning comes in a few flavors, and almost all of it is telegraphed on the ground. He slams his scroll or paints a circle with his brush, then a bolt lands inside it. Step out as soon as the marker appears and wait for the strike to finish before re-engaging. The ground-level electricity can simply be jumped over. His golden-glint attacks, where he rises into the air and fires talismans that leave spreading lightning, are the ones to keep strafing through.

If he summons Utuk Raptors, clear them fast. They do little damage individually but they crowd the arena and make his lightning circles much harder to read.

The first execution check is a sequence rather than a single button. Once he is staggered, you execute him three times to sever his wing. He recovers, you stagger him again, and the second execution closes out the phase.

Phase 2 puts you against Eyre Remains: Human, and the pressure shifts from wing sweeps to sorcery. There is more electricity on the floor, and his bolts now leave circles that keep growing outward after they land. The safe play is constant lateral movement with your eyes on where each bolt lands, not on the boss.

  • Jump over the expanding rings rather than trying to outrun them.
  • Back off entirely when he spins with his staff and wing empowered, and wait out the full combo.
  • Expect teleports. He blinks to your position and slams almost immediately, so keep a parry ready.
  • Watch for a red glint on his staff stab, which is followed by a slam. Parry it if you can.
  • Leave the area when he whirls in place with radiant coins that blur your vision.

The phase ends the same way the first one did. Break his stagger gauge, then take the execution prompt to finish him.

After the fight: repair the desk and deliver the final note

Killing the boss does not hand you the Inner Way. Three short objectives sit between the last execution and the reward.

Equip your bow and repair the damaged desk in the study. The objective reads “Repair the damaged desk,” and the bow is what completes it.
Interact with the desk to read the note that appears on it, the Last Words of Zhang Huaishen. A cutscene plays once you finish reading, and the memory sequence closes out.

Back in the present, return to the Stone Carver in the courtyard and hand over the final note so it can be chiseled into the monument. That is the action that completes Death of the Governor.

Heart of Fire effects and Breakthrough tiers

Heart of Fire is a Defense, DMG Reduction and Counter type Inner Way with no weapon pairing restriction, so it fits any build. Its core effect is the Vigilance trigger that fires when your health drops low.

Breakthrough Enhancements stack on top of the base effect, and each tier costs 10 more Inner Way Notes than the one before it. Notes come from Inner Way Note chests awarded by seasonal events, from Zhao Feiyan in Kaifeng City, and from the Season Shop, which sells random Inner Way note chests for Jade Fish under Main Menu, then Season.

The Gouging damage added at Tier 6 keeps its own trigger interval, so the extra damage is on a separate timer from Vigilance itself.


How to confirm Heart of Fire is unlocked

Handing the note to the Stone Carver closes the quest and awards the Heart of Fire Tome alongside talent points and the usual campaign drops. The tome is not the Inner Way itself, and this is where people assume something went wrong.

Open the Inner Ways menu, select Heart of Fire, and unlock it there. Once it is active, the entry shows the Vigilance description in full and Breakthrough tiers become available to buy with Inner Way Notes. If the entry still reads as locked, the tome has not been spent yet.

Wucan also stays available as a repeatable campaign boss afterward, with rewards that scale with your World Level, so the gear and Hawkwing set drops are worth revisiting once the Inner Way is safely in your build.
