Dillinger stands in Brill at roughly 58.2, 51.5, and he hands out the quest only after you have finished A Putrid Task. The quest is sharable, so if you are levelling alongside someone in the same zone, one of you can push it to the other instead of both running back to town.

Everything happens inside Tirisfal Glades. Leave Brill heading west along the road, cross the bridge, then take the next fork north and simply keep going north. You will pass between Solliden Farmstead and Stillwater Pond on the way. Once the windmills come into view, you are there.

The Scourge camp sits around 46, 38 to 48, 44, and both quest mob types share that space. Hostile undead start appearing at about 45, 43, so you can begin pulling before you reach the mills themselves.

Greater Duskbats and Decrepit Darkhounds patrol the stretch around the pond. They are not part of the quest, so run around them rather than clearing a path.

Skulls come from Darkeye Bonecasters and nothing else, so if you are stuck at 2/3 you are killing the wrong mob. Ribs come from either melee skeleton type, which makes them the easier half of the quest since the two soldier variants together outnumber the casters around the mills.
Neither item drops every time. Expect a handful of empty corpses between each pickup, and plan on killing well past eight enemies in total.

Ribs and skulls do not stack and do not sit in a hidden quest inventory. Each one eats a separate bag slot, so leave at least 8 free slots before you set out or you will be deleting greys and cloth mid-fight.

Turning in The Mills Overrun and confirming it is complete
When the final item drops, an “Objective Complete” alert fires and the quest tracker collapses both lines. Head back south to Brill and speak to Dillinger again to hand everything in. He offers a choice between Cryptwalker Boots and Sturdy Cloth Trousers, so take whichever slot your character is weakest in — cloth wearers generally get more out of the trousers, everyone else takes the boots.
After the turn-in, the quest leaves your log, the eight items vanish from your bags, and you receive 4 silver 50 copper along with the experience and Undercity reputation. If you are unsure whether you already finished it on this character, paste the following into the chat box.

A result of true means the quest is already logged as complete and Dillinger will have nothing further to give you for it. From there the Tirisfal Glades chain keeps rolling north and east, and the mobs around Agamand Mills stay useful for a level or two of grinding if you want to top off before moving on.
