Quick answer: Pull Hsin first for a new premier Electro DPS, then Chisa for Negative Status teams, and treat Iuno as the lowest priority unless you run Heavy Attack carries like Augusta or Jingran.

Spreading Astrite across every banner in a two-phase patch is not realistic for most players, so the order above assumes you are choosing one, maybe two, targets. If none of the three completes a team you already play, saving for a later banner is a reasonable call.
Hsin: The new premier Electro DPS
Hsin, the Moon Fox Sentinel of Mengzhou, is the first limited Electro Rectifier built to carry a fight, and she becomes the strongest Electro damage option in the game for the foreseeable future. She clearly outpaces Augusta, the previous Electro DPS, both in raw output and in how fast she clears content.
Her two-form kit gives her broad team options. In Electro Flare mode, she takes the field as the main carry, with Electro Rover covering sub-DPS duties and avoiding the need for another limited 5-star. Unison instead has her support a different on-field carry: she switches out, then triggers Coordinated Attacks rather than fighting for field time.
She is the safest first pull because she opens a whole new team rather than upgrading an existing one. She also finally makes Electro Rover viable in the meta.
Suoming, her premium partner due in Phase 2, is needed for Hsin’s complete Unison team. Until then, an affordable Electro Flare lineup featuring Electro Rover can deliver most of Hsin’s performance; Suoming improves the setup but isn’t essential.
Chisa: The best Negative Status support
Chisa is a 5-star Havoc Broadblade support built specifically for Negative Status Effect teams, providing defense reduction through Havoc Bane along with buffs and healing. She also has a decent damage output of her own, so she is not a pure buffbot.
Yangyang Xuanling is her best-known partner and ranks among the strongest Havoc DPS characters; Chisa is the sole unit based on Havoc Bane. That pairing alone makes Chisa a worthwhile pull for players using the archetype. She also fits well alongside Hsin in Electro Flare form when Suisui, the other Negative Status support, is unavailable.
Consider skipping her only if Suisui already covers the same role for your main teams. Otherwise she is the second-best value on this banner.
Iuno: Flexible, but the lowest priority
Iuno ranks among the game’s strongest characters because she can fill several roles. For an Aero damage build, pair her with Lynae and Mornye in a hypercarry lineup; the free Pulsation Bracers gauntlet works well for this setup. She can also serve as support or sub-DPS, providing a Heavy Attack Damage bonus, stamina regeneration, and healing.
Her clearest use is enabling Heavy Attack carries. If you own Jingran, she is currently one of his best supports, and she also pairs well with Augusta. The reason she sits third is simple: Hsin and Chisa deliver more value to more accounts as of 3.7, so pull Iuno only if you actively run Heavy Attack teams.
