The Exciting Beach is the themed home that lets Feebas settle into your Pokopia island. Unlike most habitats, its parts do not come from regional crafting. They are tied to the Fetching Scales for Feebas event, so you gather the furniture with a special currency before you can place it.

Where the Sand Bed and Big Swim Ring come from
Both items are unlocked by spending Prism Scales, the event currency for Fetching Scales for Feebas. You need a Pokémon Center rebuilt in any region other than Bubbly Basin to take part, and the event is open to every player, not just owners of the Bubbly Basin expansion.
Tip: The Big Swim Ring and the smaller Swim Ring are separate items with separate costs. The Exciting Beach needs the Big Swim Ring, so double-check the name before you spend.
Placing the habitat and moving Feebas in
Once you own the Sand Bed and Big Swim Ring, open your building menu and set both pieces down together to form the Exciting Beach. The habitat is complete the moment both items are placed as a set.
Feebas will not live at the habitat while the event is running, because it is busy staffing the rewards counter at the Pokémon Center. After the event ends, Feebas moves outside one of the rebuilt Pokémon Centers instead. It can pick any of them, so check each center until you spot it.
When you find Feebas, talk to it, ask it to follow you, and lead it to the Exciting Beach you built. You know it worked when Feebas settles into the habitat as a permanent resident. Note that simply interacting with Feebas during the event is enough to add it to your roster later, and the Exciting Beach can still be built after the event as long as you kept the furniture.
