The Calamity Effigy is the world boss added in Wuthering Waves version 3.6, and it is the only source of the Forged Empyrean’s Sigh needed to ascend Qingxiao. It is an Overlord Class enemy that also drops its own 4-cost Echo, and it does not appear on the map until you have cleared the version’s main story mission.
Quick answer: Finish Chapter 4 Act III: Song of the Heart Sword, then teleport to the western side of Xuanfang Hold City in Mengzhou, where the boss icon will now be visible on your map.

You fight the Calamity Effigy once during the story before you can farm it. The encounter sits inside Chapter 4 Act III: Song of the Heart Sword, and completing that quest is what places the repeatable boss marker on the world map.
Note: If the marker is missing after your story clear, check that the act itself is fully completed rather than just the boss encounter within it. That is the usual reason the icon does not show up.

The Effigy has raised resistance to Aero damage, so an Aero main DPS is the worst possible pick here. Qingxiao, the character whose materials this boss holds, is exactly the unit you should leave on the bench for the fight.
Its weakness runs the other way. Negative status effects open it up, and Electro Flare in particular hits far harder than normal against it.

Attack patterns and how to counter them
The Effigy fights with a staff and summoned constructs. Its damage is mostly avoidable once you learn four patterns.

Calamity Effigy Echo
The Echo it leaves behind is a 4-cost Overlord Class piece. Using it transforms your Resonator into the Calamity Effigy to deal 405% Aero damage on a 25-second cooldown. Equipped in the main slot, it grants 10% Aero DMG Bonus, with another 10% Aero DMG Bonus for 15 seconds whenever you inflict Tune Strain – Shifting on a target.
It carries two Sonata sets. Heart of Evil’s Purge gives 10% Aero DMG at two pieces, and at five pieces, inflicting Tune Rupture – Shifting raises Crit. DMG by 20% and Aero DMG Bonus by 30% for 15 seconds. Lamp of Nether Road gives 10% HP at two pieces, and at five pieces each shield gained adds 5% Crit. Rate for 5 seconds up to four stacks, with 15% Fusion DMG Bonus at max stacks.

You will know the farm is working when the reward screen lists Forged Empyrean’s Sigh alongside the boss Echo. That item is gated entirely behind this encounter, so the Calamity Effigy stays on your rotation for as long as you are levelling Qingxiao.
