Losing the cops in Vice City is less about outrunning them and more about erasing the things they are looking for. The extended gameplay footage Rockstar released shows Jason and Lucia shaking a heavy police response in one continuous stretch, and the sequence they run is a repeatable pattern rather than a lucky escape. They break sight, change cars under a roof, cover their faces, burn the vehicle they were seen in, and then drive away in something no one would look at twice.
Quick answer: Get out of police line of sight under solid cover, swap into a different vehicle while you are still hidden, put on a mask before you step back into the open, destroy the car you were spotted in, and leave the area slowly in an unremarkable vehicle.

The interface tells you what the police still know, and it is more specific than a row of stars. Two elements do most of the work while you are hiding.

Note: the helicopter is the reason “drive fast and hope” stops working at higher response levels. Once a unit is tracking you from the air, a break in line of sight only counts if something solid is between you and the sky.
Common ways the escape falls apart
Each step in the sequence exists to remove one thing the police are tracking, so skipping one leaves them a thread to pull. The failures are straightforward.
- Staying in the vehicle you were chased in. The car is the description officers are working from, and keeping it keeps you findable.
- Masking up too late. Covering your face after you are already back in the open does nothing for the eyes that just saw you.
- Leaving the hot vehicle intact and nearby. The Molotov in the garage is there to make sure the abandoned car cannot be found and connected to you.
- Driving away like you are still being chased. Speeding out of the search zone in a fresh car undoes the work of hiding in the first place.
- Trusting distance over cover while a helicopter is up. Open road is not cover when something is looking straight down.
Picking your hiding spot before you need one
The one location that carries the whole sequence is a covered structure with more than one exit, because it lets you do three things at once. You are out of view from the ground and the air, you have a supply of parked cars to swap into, and you have privacy to burn the vehicle you arrived in. A parking garage does all of that. An alley only handles the first part, and only if nothing is overhead.
Watch the search perimeter and the unit icons while you are inside. They are how you tell whether police are still working the block or have moved on, which decides whether it is time to roll out or sit tight a little longer.

What the demonstration establishes clearly is the shape of the system: police in Vice City are chasing a description made up of a vehicle, a face, and a location, and you lower your wanted level by taking those away one at a time rather than by driving faster than a helicopter.
