The Magic Unleashed event in Dungeon Lootr drops two exotic weapons into the Raid Shop at the same price, and you will almost certainly grind out enough Mage Coins for one before you can afford both. The Moria Blade is a melee sword built around dashes and parries. The Frost Wisteria Wand is a caster weapon built around ice damage and freezes. They are not close in power.
Quick answer: Buy the Moria Blade. Its skills hit roughly five to ten times harder than the wand’s on an equivalent build, and every one of them carries dodge or parry frames, while the wand’s opening skill roots you in place.

Moria Blade skills, cooldowns, and damage
Piercing Rush is the cheapest button on the bar at roughly a six-second cooldown. You dash forward with dodge frames active and land a heavy strike for around 30,000 damage. It is a gap closer and an escape at the same time, which is why the rest of the kit revolves around getting it back early.

Tempest Splitter is the setup skill. Hold it for a spinning tornado at around 23,000 damage, or tap it for a leaping strike worth about 25,000 with dodge frames attached. Either version can freeze what it hits, and frozen enemies take 15% extra damage. It also carries a 35% chance to instantly reset Piercing Rush.
Thousand Cuts is where the skill ceiling sits. Tapping it deals roughly 42,000 damage on a ten-second cooldown. Holding it instead drops you into a parry stance, and a successful parry triples the damage of the follow-up. Against telegraphed boss swings that turns a good skill into the single biggest hit in the rotation.

Sword Dominion closes it out with a seven-hit forward combo totalling roughly 57,000 damage on a fourteen-second cooldown, with parry frames running through the whole animation. You are protected for the entire duration, which is unusual for a move that big.

Frost Wisteria Wand skills, cooldowns, and damage
Frostbite Blast is a roughly five-second area attack for about 4,000 damage. The cooldown is short, but you are rooted in place while it casts. In a dungeon where bosses telegraph and then move, standing still is the expensive part, not the low damage.
Permafrost Hurl fires three homing ice shards for around 6,000 total on a thirteen-second cooldown. The freeze chance is the real payload here, and it splits hard depending on the target. Regular enemies freeze about 65% of the time. Bosses freeze about 9% of the time, which makes it far less reliable exactly where you would want the crowd control.

Frozen Sigils summons magic circles overhead that strike ten times for roughly 9,000 damage on an eleven-second cooldown. It is the wand’s highest total, and it still lands under a fifth of what Sword Dominion does. Glacier Crash rounds things out with a single falling glacier for about 7,000 damage on a ten-second cooldown.

The ultimates are not comparable either
The Moria Blade’s ultimate does two jobs at once. It raises your damage and heals you, so pressing it during a bad phase buys you survival and a burst window in the same button. That self-sustain is the difference between finishing a run and restarting it.

The wand’s ultimate summons temporary clones that attack nearby targets. It adds a bit of passive pressure while you keep casting, but it does not protect you, heal you, or buff your own numbers. On a weapon whose basic attacks land near 880 damage, that extra pressure is not enough to close the gap.
When the Frost Wisteria Wand makes sense
There is one narrow case for it. If you are clearing packs of ordinary enemies rather than bosses, Permafrost Hurl’s roughly 65% freeze chance locks down groups from a distance, and the whole kit lets you fight without ever stepping into melee range. Casters who dislike parry timing will also find the wand less punishing to play badly.
Note: the Moria Blade asks more of you. Its best damage comes from the parry stance on Thousand Cuts, which means reading enemy attacks instead of mashing. If you never land parries, you are still ahead on raw numbers, just not by as wide a margin.
