Version 1.10 is the largest single drop Borderlands 4 has had since launch, and it splits cleanly into two halves. One half is free and applies to every save file, including a higher level ceiling and a wide balance pass across the existing Vault Hunters. The other half is paid, covering Loveless the Hacker, Story Pack 2: FL4K and the Last Resort, and Bounty Pack 5: Amara and the Vile Shadows.
Quick answer: Restart the game to pull down update 1.100.001. Once you are back in, the maximum level is 10 higher than before (a cap of 70) for all players regardless of DLC ownership, and the Amon, Harlowe, and Rafa balance changes are live immediately.
What Version 1.10 gives every Borderlands 4 player for free
The level cap increase is the headline free change. Ten extra levels means ten extra skill points to spend, which matters most for builds that were previously one or two points short of a capstone. It has been described as the final cap raise for the game, so builds planned around a level 70 ceiling should stay valid.
Alongside that, several base-game systems were tightened. Side quests now have a better chance of rolling higher-rarity gear, and early-game mission rewards were rebalanced so new characters are better equipped for the first difficulty spikes. Maurice’s Black Market Vending Machine automation was made more consistent, and using Ground Pound on a Jump Pad no longer locks you out of jumping.
Collision work also went in across the base game and the DLC zones. Missing or invisible collision was corrected, and unintended access points that let players slip outside intended areas were blocked off.
Vault Hunter balance changes in Version 1.10
The balance pass is almost entirely upward. Cooldowns come down, stack limits and durations go up, and several underperforming skills received large percentage bumps.

Loveless the Hacker: Action Skills, Functions, and Executables
Loveless is paid DLC. She is included with the Borderlands 4 Super Deluxe Edition and the Vault Hunter Pack, and she can be bought on her own. She is an ex-Anshin hacker turned assassin who shares her mind with a digital virus that can digistruct into a physical Wyrm, and her damage is built around Corrosive and Radiation.
Her passive resource is RAM. Landing Critical Hits or applying Status Effects fills the meter, and a full meter makes your next Melee Attack Empowered for increased damage while consuming everything stored. The fuller RAM is, the more Gun Damage you deal, and it drains if you stop feeding it.
Every Action Skill has extra inputs layered on top. Tapping the Action Skill button again triggers a Function, which is a short-cooldown burst. Pressing and holding triggers an Executable, which has a longer cooldown but hits far harder.

How to start Story Pack 2 and Bounty Pack 5
Both new packs are gated behind the same campaign milestone. You need to have finished the “A Lot to Process” mission in the Fadefields before either becomes available, on top of owning the DLC.
Note: if the mission marker never appears on the ECHO map, the campaign requirement is almost always the cause. “A Lot to Process” must be complete on the character you are playing, not just on another save.
New loot added by the paid packs
Providence is the new Story Pack 2 zone, a tropical island where Tediore’s Invasion Force is stripping the local Ordonite. It holds 8 story bosses, 13 additional minibosses, and ziplines for moving above the jungle canopy. Bounty Pack 5 is smaller and repeatable, built around one new boss, two minibosses, and Vile enemies twisted by unstable Phase energy.

Vault Card 5 has no expiry and no time-limited rewards. Activate it from the Vault Card screen in the ECHO menu, and it fills from the same XP you earn by exploring Kairos, killing enemies, and finishing quests, while feeding you extra loot and XP through Daily and Weekly Challenges.

Console owners of older DLC need to redownload
The individual components of Story Pack 1 and Bounty Pack 2 are now sold separately rather than only as combined purchases, matching how Bounty Packs 3, 4, and 5 already worked. Because those components are listed as new separate storefront entries on PlayStation 5 and Xbox Series X/S, existing owners have to open the individual listings and redownload their content. Nothing about the content itself changed, only the packaging. PC players on Steam and the Epic Games Store are unaffected.
If matchmaking throws connection errors after patching, close the game fully and relaunch rather than resuming from rest mode. A clean restart is what confirms build 1.100.001 has actually applied, and the simplest in-game check is whether your character can now push past the old level ceiling.
