Rifle builds in The Division 2 usually force a choice between damage and staying alive. This one avoids that trade by splitting six gear slots between a four-piece Aces & Eights setup and two pieces of Palisade Steelworks, then filling every gear mod slot with Protection from Elites. The result is a solo loadout that pushes past 5 million damage on a single shot while sitting at 62% Protection from Elites and regenerating a quarter of its armor on every kill.

Quick answer: Run four Aces & Eights pieces (mask, chest, holster, kneepads) plus a Palisade Steelworks backpack and gloves, fill every gear mod slot with Protection from Elites, and carry a UIC15 MOD2 with Boomerang.


Gear layout: Which slots run Aces & Eights and Palisade Steelworks

The split is fixed. Four Aces & Eights pieces are needed to unlock Dead Man’s Hand, and Palisade Steelworks only needs two pieces to hand over its best bonuses, so the backpack and gloves go to the brand.

The Aces & Eights bonuses stack up as you add pieces. Two pieces give +15.0% Marksman Rifle Damage and +15.0% Rifle Damage, three pieces add +30.0% Headshot Damage and +15.0% Weapon Handling, and the fourth piece activates Dead Man’s Hand. Palisade Steelworks contributes +10.0% Armor on Kill at one piece and +24.0% Protection from Elites at two.

Every remaining attribute roll goes to Critical Hit Chance or Critical Hit Damage, and every gear mod slot takes a Protection from Elites mod. That combination is what carries the defensive side of the build to 62%.

Protection from Elites is hard capped at 80% in The Division 2, so there is still room to push higher if you swap in more mod slots, but empty mod slots will drag the number down fast.


Where the 5 million damage per shot comes from

Four separate multipliers pile onto the same bullet. None of them are conditional in a way that breaks a solo run, which is why the numbers hold up outside of a controlled test.

  • Dead Man’s Hand — the four-piece Aces & Eights bonus that amplifies weapon damage.
  • No Limit — the chest talent that raises the Dead Man’s Hand bonus from 30% to 50%.
  • Vigilance — the backpack talent worth a flat 25% total weapon damage, disabled for 4 seconds when you take damage.
  • Boomerang — the rifle talent with a 50% chance to return a critical hit bullet to the magazine and boost the next shot by 40%.

Vigilance is the fragile piece of that chain. Any incoming damage switches it off for four seconds, which is why the skill setup below exists almost entirely to keep bullets off you.

Armor on Kill is doing more work here than the raw armor pool. At roughly 240,000 per kill, clearing the red and purple enemies around an elite effectively refills your health bar before the elite gets a chance to punish you.


UIC15 MOD2 setup, talent, and weapon mods

The rifle is a level 40 UIC15 MOD2 with 438.9k total damage, 240 RPM, and a 30-round magazine. It is picked for stability, accuracy, and a fire rate that stays consistent under sustained fire, which matters when Boomerang is feeding rounds back into the mag mid-fight.

The augment slot runs Quantum, which gives a 19% chance of becoming immune to status effects for 5 seconds and adds +24.0% Damage Immunity Chance. The bonus cannot refresh while it is already active.

Every mod is a crit mod. There is no attempt to chase handling or magazine size here, since the gear set already supplies +15.0% Weapon Handling.

Skills and specialization for solo play

Both skill slots are defensive, and both exist to protect Vigilance. The Decoy pulls enemy attention away so you can keep firing without taking hits, and the Crusader Shield soaks incoming rounds that would otherwise switch the 25% damage bonus off for four seconds.

If you would rather not carry a shield, swap the backpack talent to Unstoppable Force instead of Vigilance. It does not punish you for being shot, which suits a more mobile playstyle.

For specialization, Gunner is the default pick because it adds more Armor on Kill on top of what Palisade Steelworks already provides. Survivalist is the alternative if you would rather push Protection from Elites higher.


What the build is built to farm

The intended targets are solo Retaliation runs, Legendary missions, and general open-world farming. Heroic control points are the easiest place to pressure-test it, because the counter-attack waves throw a steady mix of reds, purples, and named enemies at you in a confined space.

The order of engagement matters more than positioning. Clearing the lower-tier enemies first keeps Armor on Kill topped up, so by the time you are trading with the elite leader you are effectively fighting from a full armor bar with 62% of their damage already stripped out.

Missions are where the damage ceiling shows itself. In a fight like the District Union Arena, single shots land on rappelling enemies before they reach the ground, and armored elites drop without a second magazine.

You will know the setup is assembled correctly when the stats page reads 62.0% Protection from Elites with four Aces & Eights pieces and two Palisade Steelworks pieces registered on the gear screen. If that number sits lower, the cause is almost always a gear mod slot that has not been filled with a Protection from Elites mod.
