Once Oswald Anders is placed at your base with the Summoning Staff, he drifts around the area and often ends up among the trees near the Flame Altar instead of where you left him. His card lists a default Roaming Range 10m, which is the space he wanders inside.
Quick answer: Select the Summoning Staff, press TAB to attune, hold CTRL and scroll the mouse wheel down until Roaming Range reads 0m, left-click a spot inside your base to place him, then press TAB to finish.
Set Oswald’s Roaming Range to 0m with the Summoning Staff
This works at the first Flame Altar base on the Plains, where Oswald Anders ends up after you rescue the Blacksmith.

Tap E on Oswald to open the dialogue. It begins with “What is it?” and lists “Craft – Upgrade” along with his quest topics Fire Of The Forge, Crafting First Gear and Cleansing Fire. The panel on the left shows his ROAMING RANGE with an F key, a second place to read the setting. Selecting “Craft – Upgrade” opens the Blacksmith crafting tab.

Assign Oswald a bed for Blacksmith recipes
Oswald’s dialogue includes a “Missing Bed” line: he wants you to make him a comfortable bed, and explains that the Summoning Staff lets you specify which bed he may use. Once a survivor is placed, the staff’s hint tells you to point at a bed and press the left mouse button to assign it.

Until he has one, several Blacksmith recipes list a red “Sheltered Bed” requirement under “Blacksmith”. The Charcoal Kiln (Furniture) needs Stone 20, and the Forge (Furniture) needs Stone 30, Metal Scraps 10, Charcoal 10 and Wood Logs 12, both on top of the Sheltered Bed.
