AION 2 has eight wings you can craft through Substance Morph, and they come in two groups. Six are Conquest wings, which turn a dungeon’s Sealed Wings drop into a usable pair. The other two, Sealing Wings and Glorious Wings, are built from a large stack of featherdowns. Elyos and Asmodians use the same recipes.
Quick answer: Conquest wings cost one matching Sealed Wings item plus 10 Radiant Odyle. Sealing Wings and Glorious Wings cost 70 Sealed Wing Featherdown (Bound) plus 10 Pure Odyle, once per character.

Every wing that comes out of these recipes is Bound, so the finished pair stays with the character that crafted it. The one-per-character cap on Glorious Wings and Sealing Wings is permanent. It does not reset on the weekly Substance Morph reset.
The six Conquest recipes have no limit at all. The real cost is the 10 Radiant Odyle each one needs, which makes them expensive to repeat. Glorious Wings and Sealing Wings are Epic and use the cheaper Pure Odyle, but you need 70 featherdowns for each pair. Those featherdowns come from Sealed Dungeons.
Which Conquest dungeon each wing comes from
Each Conquest set of wings is tied to one dungeon on Conquest difficulty. The Sealed Wings item comes from that dungeon. Vakron Sky Island, for example, lists Sealed Forest Spirit Wings among its rewards. Each dungeon also drops a Wing Featherdown with the same name, and the game links it to the same wings. The final boss drops that featherdown at a rate of 0.90%. The other two bosses drop it at 0.30%.

Every one of these featherdowns is Bound, Unique grade, and cannot be traded. That means you have to farm the dungeon yourself. You cannot buy your way past the drop.
Sealed Ancient Aullaeu Wings has a second Substance Morph recipe that turns it into 10,000 Enhance Stone. Pick the wings recipe if you want the wings, because the item is used up either way.
Conquest wing stats
Conquest wings are Unique grade. Their passive stats apply while you have them equipped, and they raise your Combat Power by a noticeable amount. Here are the stats for three of the six.

The three sets do different jobs. Ancient Aullaeu Wings and Forest Spirit Wings have the same Defense Bonus. Aullaeu adds MP and attack on top of it, while Forest Spirit adds damage reduction and extra damage against bosses. Black Fragment Wings has no defense stat at all and puts its points into HP and critical hits instead.
How to morph wings in AION 2
The results window confirms a successful morph, and the new Bound wings appear in your Cube, ready to equip. For Glorious Wings and Sealing Wings, a successful craft also uses up your one-time limit. You will not be able to make that recipe again on the same character.
