Quick answer: Find Flawless Forged Metal on the tea table in the Crimson Manor inner hall and in a chest in the Scavenger Pens (x6). You can also buy it from Quick Hand Zhang for 2,880 Remnant Dust.
What it does
The item card lists Flawless Forged Metal under “Weapon Upgrade Materials” and reads:
“The smelter has burned through his last furnace of charcoal, pouring a lifetime of knowledge into this silent ingot. Whether it becomes a weapon of legend now rests with the smith who works it.”
“Required to upgrade One-Handed weapons from Lv. 20 to max level.”
In practice, it only matters once a One-Handed weapon reaches Lv. 20. From there to max level, you need this metal.
