The Great Rod of Oscar is one of the strongest mid-to-late game fishing rods in Fisch, built around an unusually high luck stat and near-instant catch speed. You cannot buy it from a normal shop. To get it, you finish the Dead Mans Tale quest, pick up an amulet, then dive to a hidden underwater area called Oscar’s Locker and pay for the rod.
Quick answer: Talk to Dead Man Joe at Forsaken Shores, retrieve the amulet from the central island wreck at the Grand Reef, return it to Joe, then equip the amulet and dive to Oscar’s Locker near Terrapin Island to buy the Great Rod of Oscar.

You will know it worked when the rod appears in your inventory and can be equipped. If the gate is blocked by a translucent green wall, your amulet is not equipped; back out, equip it, and return.
