The Liberty-Line is a limited fishing rod tied to the Patriotic Seas event in Fisch. You cannot buy it with C$, and there is no shortcut. It only becomes available after you fully complete the event’s fish collection and return to the event NPC.
Quick answer: Go to Fish Fest Island, complete the Patriotic Seas bestiary to 100%, then talk to Liberty Larry at the 4th of July tent to receive the Liberty-Line rod.

You can track progress inside the in-game menu. Open the Bestiary, switch to the Limited Fish tab, and select Patriotic Seas under the location filter. Entries such as the Party Cooler, Patriotic Flag, and Soaked Sparkler will show your completion percentage for the set.
Some event fish are far rarer than others, so the last few entries usually take the longest. Expect the final stretch to depend heavily on luck and on the specific conditions required for certain catches.
