Quen, the High Elf thief who anchored the original Thieves Guild story, returns as the guide for the new seasonal Thieves Guild content in The Elder Scrolls Online. To pick up the fresh chain, you need to track her down first. She no longer waits in nearly every city’s Outlaws Refuge the way she did when the old DLC launched. For the seasonal storyline, she sits in one fixed spot, and getting to her involves a couple of go-betweens.
Quick answer: Travel to Daggerfall in Glenumbra and head just south of the town’s northern Wayshrine. You’ll meet Skeever Nivo there instead of Quen, then Captain Sansonne, and after leading a guard away from town you finally speak with Quen inside the inn.

Quen is in Daggerfall, the town found in the Glenumbra zone. If you don’t already have a Wayshrine unlocked nearby, use one of the Navigators stationed at any major dock or caravan to sail or ride into the region, then continue on foot.
Her marker points to a spot just south of Daggerfall’s north Wayshrine. When you arrive, Quen herself won’t be standing there. Instead you’ll find Skeever Nivo, who kicks off the introduction and sends you toward her.

Confirming the questline has started
You know the sequence worked once Quen accepts your help in the inn and the quest The Codex Caper opens up. From there the seasonal chain moves ahead, following Quen’s plan to lift the ancient book from the Nowhere Repository. If your marker keeps pointing at the corner of the inn, walk right up to Quen and open the conversation to trigger the next objective.
Note: If you were expecting to run into Quen out in the open near the Wayshrine, remember that Skeever Nivo occupies that spot on purpose. Speaking to him and then Captain Sansonne is the intended path, not a bug.
Why Quen isn’t in the Outlaws Refuge anymore
In the original Thieves Guild DLC, Quen, whose full name is Quenneth Lumena, started the “Partners in Crime” heist from any Outlaws Refuge across the alliances. That earlier version had her tucked into refuges in zones like Hew’s Bane, Summerset, and beyond, which is why longtime players instinctively check those hideouts.
The seasonal continuation is separate. It treats the Daggerfall setup as its own starting point, moving Quen out of the refuge network and into the town itself. If you’re chasing the new story rather than the classic heist, Daggerfall in Glenumbra is the only place that matters, and the inn is where the partnership begins again.
