Spider-Man joined the Fortnite island on August 1 as part of the Spider-Man: Brand New Day collaboration, and he stays put for the rest of Chapter 7 Season 3. He functions as a friendly NPC with one job for players: selling the Mythic Web Shooters, one of the strongest mobility items in the current loot pool.

Spider-Man has a 100% spawn rate, so he appears at the same spot in every match. Land at The Battlewoods and make your way to the east side of the POI, then get onto the roof of the Spider-Man building. He waits there by default.
The only thing that moves him is destruction. If the roof he stands on gets destroyed during the match, he can wander off from his usual position. As long as the building stays intact, he holds his spot.
What Spider-Man sells and when his service turns on
If you reach Spider-Man early in the season’s rotation, his service may show as inactive, which blocks any purchase. He does offer a service once it goes live. When active, he sells Spider-Man’s Web Shooters, a Mythic-rarity mobility item.
His shop opens during the Web Shooter Power Hours, which start on August 1 at 2 PM ET and again at 9 PM ET, and it stays available afterward for the remainder of the season. You need 2,000 Gold to buy the Web Shooters from him.

Skip the Gold with Spider-Man Chests
Buying from the NPC is not the only route to the Web Shooters. Dedicated Spider-Man Chests, also called Spider-Man’s Backpacks, drop a guaranteed pair when opened. These containers stick to walls, rocks, and other vertical surfaces across the island.
Unlike the NPC, the chests do not have a fixed spawn rate, so their locations vary from match to match. Walk up to one, use the Search prompt, and you get a set of Web Shooters without spending any Gold. They appear during the Web Shooter Power Hours and remain in the loot pool for the rest of the season.
What the Web Shooters do
The Web Shooters are a traversal tool that let you swing freely across the map with very little effort. Switch to them in your inventory, aim with the reticle at any surface, and latch on to swing. You can chain into a new object mid-air to keep moving, which makes them useful for outrunning the storm or backing out of a fight.
