If you want to catch one, head for Nimbus Fields, the only place it holds. It appears there at levels 4 to 5, which makes for a straightforward encounter, and the single location keeps the trip simple rather than sending you hunting across the wider map.

Geoclaw itself grows from Budclaw and goes no further, so a catch here is the settled form rather than a stepping stone to anything else.
