Health Potions in Enshrouded are brewed by the Alchemist, Balthazar. Once you free him and summon him at your base, he can craft them, from a basic restore up to tiers that heal well over a thousand points as you unlock more recipes and stations. Each recipe needs a few gathered ingredients, and the stronger ones also need a crafting station placed near him.
Quick answer: Rescue Balthazar during “Powerful Alchemy”, summon him at your base, and pick up a Penny Bun to unlock the Health Potion, made from 1 Penny Bun, 1 Purple Berries and 1 Water.

Before you can brew anything, you need Balthazar freed and summoned. His first batch of recipes unlocks the moment his soul is released.
Every Health Potion recipe and what it restores
The Alchemist offers six Health Potion tiers. The basic Health Potion restores 200 Health and can be made without another station. For each tier above it, place a Mortar or a Laboratory within the Alchemist’s reach.

Only the Health Potion and Greater Health Potion use Water. The recipes also unlock as you learn their key ingredients and stations. The Greater Health Potion appears once you know the Mortar, the Revitalizing Health Potion once you know Aloe, the Ultimate Health Potion once you know Shroud Sludge, and the Ancient Health Potion once you know Diamond Dust.
In the game’s words, the Health Potion is “Filled with vitalizing ingredients, it instantly restores a good amount of health.”
To craft any Health Potion recipe at the Alchemist, use a sheltered location. Higher tiers also require a Mortar or Laboratory placed within his reach.
The “+” Health Potions that heal over 10 seconds
Each tier has a “+” version. It takes one of the matching normal potion plus one extra ingredient, and it unlocks once you know that normal potion. A “+” potion restores less immediately but keeps healing for 10 seconds afterward.

The Health Potion + description reads “Instantly restores a small amount of health, and continuously heals for 10 seconds.” Its extra ingredient, the Midnight Lily, is “An edible flower used to enhance the effect of certain dishes. It only blooms at night in the Springlands.”
