Windy weather is the important one, because that is exactly what the Windset Totem creates. The rest simply improve your chances once the whale is in the water.

Windset Totems are sold inside Snowcap Cave at 2,000 C$ apiece. Stock up before you start — forcing the spawn is a repeat action, and a single totem almost never does it. Bring Clearcast Totems too, since you will alternate between the two.
How to trigger the Sei Whale spawn with Clearcast and Windset Totems
The spawn is driven by weather, not by luck stats. You are clearing whatever weather the server currently has, then forcing wind, and repeating that loop until the game announces the whale. Moosewood works fine as a base of operations because you are only manipulating weather, not fishing yet.
Note: the announcement is your only confirmation. Windy weather alone does not mean the whale spawned — if the message never fires, keep burning totems.
Where the Sei Whale spawns in the Ocean
Once the message hits, the whale is somewhere in the open Ocean and it keeps moving. Spawn a boat and head out rather than fishing from shore — you need to physically reach it.
Sunstone Island is a confirmed path. Sail toward it and scan the surface for a large whale swimming along the top of the water. It is visible from a distance, so sweep wide rather than circling one spot.
Hooking, reeling, and confirming the catch
Cast your line close to the swimming whale — not into empty water nearby. With Krill equipped as bait, the hook lands and the reel-in minigame begins like any Exotic catch.

Sei Whale vs Fin Whale: different totems, different event
These two get mixed up constantly, and using the wrong totems will waste a lot of C$. The Fin Whale is a separate Exotic fish that only appears during a Fin Whale Migration, announced with “Fin Whale Migration has begun”. That event is forced by alternating Tempest and Smokescreen Totems, using the Tempest first.

The Fin Whale also applies a -90% progress speed penalty when you reel it in and carries 15 resilience, so a rod with high weight capacity matters far more there than it does for the Sei Whale.
Budget for the totems before anything else. The Sei Whale hunt is mostly a spending problem — clear, force wind, repeat — and the actual fishing part is short once the whale is on the surface in front of your boat.
