The roster in Halloween: The Game splits cleanly into three groups. A handful of Civilians are ready the moment you boot up, several more open up as your account climbs in level, and three are tied entirely to a paid edition with no in-game path to earn them. Michael Myers, the killer, is always available.
Quick answer: Eric Dunn, Rachel Calahan, Marcus Navarro, Tanya Harrison, and Michael Myers are unlocked from the start. Jennifer Aarons, Thomas Armitage, Lynda Van Der Klok, Bob Simms, and Annie Bracket unlock at account levels 5, 10, 25, 40, and 55. Laurie Strode, Richard Hawthorne, and Alexis Purcell require the Digital Deluxe Edition.
Characters unlocked from the start
Five characters are available with no requirements. You can take any of them into multiplayer sessions right away. Michael Myers is the killer role, while the other four are Civilians trying to escape him.

Characters unlocked by account level
Five more Civilians open up as you raise your account level through normal play. There is no separate task beyond earning the level; each character becomes selectable the moment you cross its threshold. The requirements climb steeply toward the end, so Annie Bracket takes the longest grind at level 55.

You know an unlock worked when the character appears as selectable in the Civilian roster instead of showing a locked marker. The unlock is tied to your account, so it carries across multiplayer sessions.
Digital Deluxe Edition characters
Three characters cannot be earned through play at all. Laurie Strode, Richard Hawthorne, and Alexis Purcell are locked behind the Digital Deluxe Edition. There is no level requirement, challenge, or alternate route to add them without that edition.

Cosmetics are separate from character unlocks
Unlocking a character and customizing that character are two different things. Every Civilian carries its own set of outfits, hairstyles, and other cosmetic options that you earn individually, often through chapter challenges and character-specific progression tracks. These looks only change appearance and give no gameplay advantage, so you can play the full roster effectively without touching a single extra outfit.
