The Anchors of Zephras is one of the early Skyborne quests on Zephras Isle, and it is over almost as soon as it starts. There is nothing to kill, nothing to collect, and no wandering across the island. The whole thing happens on a single wooden tower platform in Thendal Village, and the only thing standing between you and the reward is one dialogue option.

How to confirm the quest objective registered
The moment the pylon appears on screen, an objective banner flashes up and the tracker reads View the Anchor Pylon: 1/1. The same completion has also shown as “Anchor of Zephras viewed: 1/1,” so either wording means the requirement is satisfied.
After that, the question mark over Halaan Hawk-Eye turns from grey to yellow and the completion window opens when you click him. If the tracker still shows 0/1, you did not take the “lend me your gift” dialogue option — go back into his conversation and pick it.
