The Arbiter set is the payoff at the end of A Bulwark Against Darkness, a side quest in The Blood of Dawnwalker that sends Coen across Vale Sangora for four rare crafting components. Every piece it produces is Legendary, and the whole set arrives at once rather than trickling in from separate chests.
Quick answer: Gather a Relic of a Saint, a Flask of Quicksilver, a Large Lizard’s Moult and a Bundle of Silk Threads, hand all four to the Uriash Hermit blacksmith, then defeat the Ursine Apparition that ambushes her forge. All four Enhanced Arbiter pieces are awarded on completion.
What the Arbiter armor set gives you
Finishing the quest hands over a complete four-slot loadout, covering chest, bracers, trousers and boots in one go. It also unlocks the Arbiter’s Regalia achievement.

The plain, non-enhanced Armour of the Arbiter chest piece sits at Epic rarity with 78 armour power and a +5% multiplier to melee, claws and magic damage. Completing the quest is what promotes the set to its Legendary versions.

The quest triggers once Coen is notorious enough to be recognised, at Infamy level 4 or 5. From there, a letter from an anonymous benefactor finds him. Visiting Anca is one way to receive it; fast travelling into Svartrau City is the other, where a messenger walks up and hands over A Mysterious Letter unprompted.

The letter contains a schematic for armour built to hold up against a Vrakhir’s claws, loose directions for the components, and the location of the Uriashi blacksmith who can forge it. If you have already worked with Uriash Hermit during Forge It Anew, when St. Mihai’s Silver Sword is reforged, Coen already knows where her forge is and the marker will make sense immediately.

Bundle of Silk Threads: Free route and paid route
Two routes exist, and only one costs money. The free one runs through Come Hither, which begins east of the Silty Mug Inn shrine. Follow the trail until a sound draws you in, play the quest out, and defeat Murohn, Malformed Monstrosity. The Bundle of Silk Threads is on the cave floor once the fight ends. The Good Home side quest in the Svartrau Outskirts feeds into this chain.
The paid route unlocks a merchant instead. South of the Small Bridge Shrine, itself south of the soldiers’ outpost where Mert is locked up, a trail of blood leads to a Sanzhana pulling teeth from corpses. That encounter starts Pearly and Precious; completing it, alongside Letters to Lunka, opens her shop and puts the silk on sale. Keep roughly 6,000 Denarii free before you go, since listed prices for the bundle sit in the 5,000 to 6,000 range.
Relic of a Saint: Which relics count
This slot is flexible. The recipe does not name a specific relic, so any saint’s relic Coen has picked up over the course of his journey will satisfy it. That means you can spend whichever one you value least.

Note: handing over St. Tyna also burns a purple amulet, so the Tibia is the cheaper choice if you care about your accessory slot. Buying a relic from Vicho’s Emporium works too, but it is priced steeply.
Flask of Quicksilver at Aurelius’s Tower
This is the longest of the four and the only one gated behind a full dungeon. The flask sits in Aurelius’s study at the top of the tower, but the building has to be cleared first.



Forging the set and surviving the Ursine Apparition
How to confirm the set unlocked
A Bulwark Against Darkness marks as complete, the Arbiter’s Regalia achievement pops, and your inventory shows all four items with the word Enhanced in front of them. If you still see the plain versions without that prefix, the ambush at the forge has not been resolved yet.
If the quest never appears at all, the usual cause is Infamy: Coen has to reach level 4 or 5 before anyone recognises him and sends the letter. And if the blacksmith refuses to start work, check that all four components are actually in your bags, since a relic handed to the guards during Echoes of Silenced Bells no longer counts toward the Relic of a Saint requirement.
Because the Arbiter set covers every armour slot in one quest, clearing A Bulwark Against Darkness also knocks out a sizeable chunk of the Legendary collection needed for the Gear of the Gods trophy.
