City Tycoon is the side progression in Neverness to Everness that runs parallel to your Hunter Level. It uses its own currency (Fons) and its own energy bar (City Stamina), and every Tycoon Level you gain widens what you can buy at the Hunter Exchange, raises your weekly stamina cap, and pushes you toward the free 5-star character Chiz at level 18. Speed matters because City Stamina resets weekly, so each missed week is a missed Fons window.
Quick answer: To level Tycoon fast, hit the per-level Fons total and finish that level's listed tasks, then open the City Tycoon menu and press the Level Up button manually. Rush to Tycoon Level 4 to unlock The Cafe by Origen for passive Fons, then push to Level 10 for the Pink Paws Heist, which pays Fons at zero City Stamina cost.

How Tycoon Level actually advances
Each level has two gates working together. You need a set amount of Fons accumulated since you started City Tycoon, and you need to complete a short list of objectives tied to that level. Meeting only one of the two does nothing on its own.
The level up is also not automatic. Once both conditions are satisfied, open the City Tycoon menu and press the Level Up prompt. Until you press it, rewards stay locked, and the next level's objectives will not appear.
Unlock City Tycoon first
City Tycoon opens during the guide quest Good Morning, Hethereau, after the early story fight against the Viewfinder with the antique shop crew. Chiz approaches you in Bridge Crossings Plaza and offers a debit card. Accepting it activates the system and gives you your first 100 City Stamina.

The fast path through the early levels
Step 1: Push to Tycoon Level 4 as your first priority. The objectives are light (own a four-wheeled vehicle, finish the Legendary Driver quest, spend 10 City Stamina), and Level 4 unlocks The Cafe by Origen, which generates Fons by the hour whether you are online or not.
Step 2: Build the cafe immediately after unlocking it. Place two employees, raise their management skills at least once, increase traffic, raise dish prices, and unlock every recipe available. Swap the bottom slot items for the highest-priced dish or beverage you can serve. Each upgrade compounds because cafe Fons accrue passively.

Step 3: Buy the Wiener Apartments for 200,000 Fons at Level 5, then invite a character (Mint is the usual pick) and activate one Anomaly Furniture piece. These three actions clear the Level 6 objective list and unlock the Hunter Exchange, which is where Fons turn into Annulith and Tri-Keys for character pulls.
Step 4: Drive toward Tycoon Level 10. Reaching it raises your City Stamina cap to 350 and unlocks the Pink Paws Heist. The heist pays out hundreds of thousands of Fons per run, depending on how quickly you clear the bank, and it does not consume City Stamina.

Where Fons come from
Income scales as you unlock more activities, so the same hour of play earns more Fons at Tycoon Level 12 than it does at Level 4. Mix sources rather than grinding one.

Spending City Stamina without wasting it
City Stamina is a weekly budget, not a daily one. The cap grows with Tycoon Level, so a higher Tycoon Level today means more Fons potential next Monday. The cap progression is fixed.

From Tycoon Level 16 onward, each stamina action costs twice as much, but the per-action Fons reward also rises. The net effect is more Fons per week, not fewer, as long as you finish the bar before reset.
If you need to push past a weekly Fons gate, Annulith can be exchanged for additional City Stamina. Use this only when you are within a single level of a milestone that grants stamina cap or unlocks a new Fons source, otherwise the trade is rarely worth it.

Objective requirements that block fast progress
Most stalls between levels are objective-based, not Fons-based. The objectives lean on apartment progression and the Exploration Guide, both of which take time to grow.

Apartment-related objectives reward you twice. Buying and decorating apartments raises House Comfort and House Collection Level, which are the gates for several mid-tier Tycoon Levels, and the same furniture also feeds the Bond system for character stats.
Use the Exploration Guide as a checklist
The Exploration Guide quietly controls Tycoon Levels 9, 12, and 20. Each chapter has tasks that include combat tutorials, character tutorials, and clearing material farming domains. One overlooked combat tutorial can keep an entire chapter unfinished even when your Hunter Level is far above the requirement.
Open the Exploration Guide every time you unlock a new character or domain and clear the tutorial tasks immediately. The only tasks safe to leave incomplete are the ones gated by Hunter Level or Ascension quests you cannot reach yet.

Confirming a level up worked
After meeting both gates, the Tycoon menu shows a Level Up button on the main panel. Pressing it pays out Annulith, Hunter EXP, Beetle Coins, and the level-specific bonus, then refreshes the objective list to the next tier. New Hunter Exchange items appear on the Exchange tab, and any newly unlocked apartments show up in the property list. If none of those changes appear, you have not pressed the Level Up confirmation yet, even if the bar looks full.
Common reasons Tycoon Level will not advance
- You hit the Fons total but skipped a quest objective such as New Commission, Legendary Driver, Day Job, or a feature tutorial.
- You finished objectives, but your accumulated Fons count is below the gate (the gate counts total Fons earned for Tycoon, not your current wallet).
- You did not press the manual Level Up button in the City Tycoon menu.
- City Stamina ran out before you completed the spending objective for that level.
- An Exploration Guide chapter is incomplete because of a missed combat or character tutorial.
Keeping cafe income upgraded, spending all City Stamina before each Monday reset, and clearing Exploration Guide tasks the moment they appear are the three habits that compound. Players who follow that loop have reached Tycoon Level 23 inside a single weekly cycle, which is enough to unlock the 700 stamina cap and open the door to Chiz at Level 18 shortly after.
