What the Weapon Reforge Talisman does
The item’s card text reads: “A talisman used to restore a weapon to its initial level.” In practice, it undoes every upgrade on a weapon. The revert screen shows the weapon dropping back down. For example, Jagged Steel goes from level 2 to level 1. The same screen lists what you get back, which is the Remnant Dust and the upgrade materials you spent on that weapon.
That refund is what makes the talisman useful. Because the resources come back, you can put them into a different weapon instead of leaving them stuck in one you no longer use. Where to find Weapon Reforge Talismans

Mirage Estate

Village of Lu
The pickup is only a short walk from the Survivors’ Courtyard bell. Start at the dead tree next to the bell, then go a little farther to a low stone wall. The purple glint is down at the wall’s foot. Press E to collect it; the game confirms the pickup with “Weapon Reforge Talisman + 1”.
Pangzhen
Travel to the lotus pond close to the South Town Pond bell, which appears alongside the other bells in the full bell guide. Look beside the hand cart positioned on the pond’s stone rim to find the glint. Interact with it to put the talisman in your inventory.
