The Honey Block is one of the easiest special blocks to obtain in Terraria because you do not have to find it prebuilt anywhere. You make it, either by letting two liquids touch or by crafting it directly. Both routes start in the same place, the Underground Jungle, where liquid honey pools sit at the bottom of Bee Hives.
Quick answer: Pour water onto liquid honey and a Honey Block forms instantly where the two liquids meet, then mine it. On Desktop, Console, Mobile, and Switch you can instead craft one By Hand from two Honey Platforms.
Find liquid honey first
Every method needs honey, so locate a source before anything else. Liquid honey collects at the bottom of Bee Hives inside the Underground Jungle, and small patches also appear near those hives alongside naturally generated Honey Blocks. Breaking Hive blocks can create honey too.
Head into the Jungle, dig or drop down toward the cavern layer, and look for the orange hive chambers. The pool of honey sitting at the base of a hive is exactly what you need. Keep in mind that honey greatly reduces visibility, so bring extra torches even though the area will still look murky.
Method 1: Mix water and honey
When water and honey come into contact, the game automatically converts the contact point into a Honey Block. This is the most common way players get the block, and it works anywhere the two liquids can meet.
Note: Rain will not turn honey into Honey Blocks. You must apply water yourself for the reaction to happen.
Method 2: Craft it from Honey Platforms
If you would rather skip the liquid mixing, you can craft a Honey Block By Hand. This route needs no crafting station at all, just the ingredient in your inventory. It is available on Desktop, Console, Mobile, and Switch (version 1.3).

Open your inventory, make sure two Honey Platforms are present, and the Honey Block recipe becomes available in your crafting list without needing to stand near a station.
Nintendo 3DS: Convert Crispy Honey Block
The Nintendo 3DS version has its own recipe. There you can turn a Crispy Honey Block back into a Honey Block by crafting near honey used as a station. Crispy Honey Block itself forms when liquid honey touches lava, so it is a natural byproduct of building near hives close to lava.

How to confirm you got it
You know a Honey Block was created when a solid block appears at the water and honey boundary during a pour, and mining it drops the item into your inventory. When crafting, the Honey Block simply appears in your item stack after you select the recipe. Either result is a placeable block, so you can set it back down to check it worked.
If the liquid method does nothing, the usual reason is that the water and honey never actually touched, or you relied on rain instead of pouring water. If the craft recipe is missing, you are either short of two Honey Platforms or playing a version where that recipe does not apply. Line up the correct ingredient for your platform and the block is straightforward to make in quantity.
