Potent Blood sits in the Witchcraft tree in The Blood of Dawnwalker, and like almost every Witchcraft and Swordmastery upgrade, you cannot level it with skill points alone. You need the physical manual, and the most reliable copy is sitting in a chest partway up Silts Tower in The Silts.
Quick answer: Climb Silts Tower (also labeled Aurelius Tower) at night using your vampiric traversal abilities, walk the outer ledges up to the roof, then drop onto the balcony below to open the chest holding the Potent Blood Manual. Read it from your inventory to apply it.
Every place the Potent Blood Manual can come from
Manuals are not one-of-a-kind pickups. The same book turns up in tower chests, on vendor shelves, and occasionally as enemy loot, so there is no hard cap on how many copies of Potent Blood you can end up carrying.

Silts Tower has a second thing going on. There is a ritual happening here, and interfering with it kicks off an encounter you do not need to touch if all you want is the book. Ignore it, take the outer route, grab the chest, and leave.

Read the manual to unlock the Potent Blood perk
Picking the book up does nothing on its own. Open your inventory, select the Potent Blood Manual, and read it. Only then does the perk become available to spend on.

Potent Blood sits in the Witchcraft tree and gives your Witchcraft abilities a chance to cost no health at all. That matters because Witchcraft spending is paid in health, so the perk pairs directly with anything that trims ability health cost.
You know it worked when Potent Blood is no longer greyed out in the Witchcraft section of the character screen and shows an upgrade level you can raise. Heads up: reading manuals in this game occasionally throws a jump scare at you.
Why the perk still will not upgrade
- The manual is sitting unread in your inventory. Books only count once you read them.
- You went to the tower during the day and could not reach the ledges, so the chest was never opened.
- The chest rolled a different Witchcraft manual. Buy the copy from Vera in Maragir Wealds or the Matriarch vendor instead.
- You are out of skill points. Manuals unlock the tier; the points still have to be spent.
Because towers cost no Time Segments, sweeping several of them in one night is the fastest way to stack Witchcraft manuals early. Silts Tower and Boar’s Back Tower both feed Potent Blood, and anything you miss there eventually shows up on a vendor’s shelf.
