Blackrock Spire level, group size and faction
The area is neutral, with control held by neither faction. Players from either faction can enter any dungeon. If a dungeon lies in enemy territory, reaching it requires a longer journey across hostile ground; that is not the case here.

Legacy achievement
Clearing Blackrock Spire counts toward Master Spelunker, whose game text reads “Complete the following dungeons.” The achievement rewards 1 Legacy Point, which you can spend on Legacy talents. Its list names Lower Blackrock Spire and Upper Blackrock Spire separately, so you need to complete both parts.

Dungeons to run before and after
The leveling route puts Blackrock Depths (48+) and Alcaz Prison (48-53) before Blackrock Spire, then leads to Dire Maul (54+) and Stratholme (55+).
