Vale Sangora is ruled by vampire lords, and trading silver there is banned, with execution waiting for anyone caught doing it. There is exactly one buyer willing to take the risk, and he only opens his shop to Coen once you prove it is safe to deal with him.

Why you should keep some silver on hand
Silver is not only a source of cash. It can also solve certain quests. During the Heart Wants What It Wants quest, instead of sneaking into Andrei’s hideout, you can offer silver to the butcher, and he takes Coen straight to Andrei without any stealth. Holding onto one or two silver items means you always have that bargaining chip ready when a quest calls for it, rather than scrambling to find silver in the moment.
