All four conditions apply together. A large channel that has never covered the game does not qualify, and neither does a dedicated Steal An Egg channel sitting under the follower and view counts.
How to check whether admin access is working
Access is obvious the moment it is live. A panel button appears in the on-screen interface, and opening it shows the command tabs for spawning, morphing, and stat editing. The clearest single test is a spawn command, because a stack of eggs or an oversized pet appearing next to you confirms the server accepted the command rather than ignoring it.
If the panel button never shows up in the main game, nothing has gone wrong with your account. Access there is granted with the role, so it only appears after an application is accepted.
Admin Panel is not the same as Admin Abuse
These two get mixed up constantly. Admin Abuse is the weekly Saturday event where the developers switch on server-wide boosts, an admin treadmill, and limited minigames for everyone, running for roughly 30 to 60 minutes right before the weekly update. You do not need any panel to take part, and taking part does not give you one.
The Admin Panel is individual permission. If what you actually want is a shortcut through the speed walls that gate the later biomes, the weekly event is the free version of that, and it is open to every player on every server at once.

So the practical split is simple. Spend 34 Robux in the modded build if you want to mess around with spawn and fly commands today, or put in an application on the Discord if you want the panel in the game everyone else is playing.
