Quick answer: In the Village of Lu, the crane bell with red ribbons is inside Master Bi Yuan’s statue arena. Ring it once the Bi Yuan fight is over.
Where The Lady Grounds bell is
In Chapter 1, you reach the Village of Lu and find the Lady Grounds at the center of its statue arena. It takes the form of a tall bronze crane carrying a small bell decorated with red ribbons. Master Bi Yuan engages you the moment you step inside, so the bell is available after he is defeated.

Like the other bells in Phantom Blade Zero, ringing The Lady Grounds refills your health and your healing gourds. It also becomes a place you can return to later.
The bell’s first toll unfolds into an extended, hand-drawn recollection, beginning with Soul seated amid glowing blue flowers. He remembers a difficult, isolated childhood in the Order, with young Mu Xiaokui as the one bright spot in his life. Little Xiaokui pictures herself journeying through the Wulin with him as a hero. Mu Tianmiao tells the children to abandon that dream: the Order stays out of Wulin affairs, restrains itself, and lets the world know it exists while concealing its location.

Soul then spars with Zuo Shang, promising to hold nothing back. The scene shifts to the present, where Soul admits he couldn’t keep pace this time and vows not to fall behind.
At the recollection’s end, the screen displays “Days Remaining:60” and a new quest card titled YOUNG MISTRESS. The card’s opening task is “Examine the ribbon left by Mu Xiaokui (1/5)”. Its appearance confirms that the quest is underway.
