Quick answer: WoW Forever tops out at level 60, and Blizzard has confirmed that the maximum will not rise. New content and the Legacy System provide progression instead of additional levels.
World of Warcraft: Forever takes you from level 1 to 60 across the Eastern Kingdoms and Kalimdor. Once you hit 60, the leveling is over for good. Everything after that is about dungeons, raids, gear, PvP and the account-wide Legacy System.
Will the WoW Forever level cap rise above 60?
No. WoW Forever builds on original WoW with added and expanded zones, quests, and character options, while keeping the level cap at 60. Blizzard describes the approach this way: “leaves room for an expanding game without an expansion of levels.” The game is set after Warcraft III Reforged: Forsaken Kingdom and before Molten Core.
What to do at level 60 in WoW Forever
Max level opens up four tracks, and you can work on all of them at the same time.

Nine new dungeons cover levels 13 to 60. Two of these five-player dungeons sit right at the top of that range.

Legacy Challenges tied to level 60
- Reach level 60 with a class to earn a Legacy Point for that class (levels 25 and 45 also award points).
- Defeat the final boss in all level 46-60 dungeons for another point.
- Complete the raid challenges: defeat Onyxia, all 13 Hyjal Summit bosses and all 8 Barrow Deeps bosses.
PvP Honor and ranks
At 60 you can also chase Honor and climb the PvP ranks. Rank 14 is the top rank.
Legacy System: Progress beyond your level
Once leveling ends, the Legacy System provides the long-term progression path. It works across your account and includes challenges, Legacy Points, perks for individual characters, and cosmetic rewards. The system has 65 Legacy Challenges, each awarding one point shared across the account.
At launch, the maximum spend for an individual character is 16 Legacy Points. Alternate characters aren’t necessary to use the system; getting additional classes to level 60 does, however, add points to your account.
What is coming later to WoW Forever
Blizzard’s roadmap schedules Hardcore for winter after launch. It also shows additional raids and dungeons for 2027. These plans leave the level ceiling unchanged: more content is coming, but the cap remains 60.
