Shiny Pearls are a premium building material in Pokopia, and the Ocean Temple alone asks for 10 of them before it can be constructed. You cannot dig them up directly. Instead, you collect their dull counterparts and let a Shellder clean them up for you.
Quick answer: Gather Grubby Pearls from the underwater stone ruins, build Shellder’s home with sand hills and Sand Toys, then summon Shellder, pick “Look at this!” and hand over a Grubby Pearl to receive a Shiny Pearl.
What you need before you start
Two things gate the whole process. You need a supply of Grubby Pearls, and you need a finished Shellder habitat so the Pokémon will move in and do the cleaning. The habitat itself depends on an item that unlocks through your Environment Level.

Grubby Pearls sit inside the underwater stone ruins. Swim through the submerged passages and pick them up as you find them. Since the Ocean Temple needs 10 Shiny Pearls and each Shiny Pearl comes from one Grubby Pearl, aim to bank at least 10 before you head back.

You know it worked when the Grubby Pearl is exchanged for a Shiny Pearl in your inventory. Once you hold 10 Shiny Pearls, the Ocean Temple can be built from the building menu.
The loop is simple once the habitat is in place, so the main investment is the swim through the ruins and the wait to hit Environment Level 2. After that, every Grubby Pearl you feed Shellder is one step closer to the seashell-and-coral Ocean Temple.
