High-power Pump is a reward for defeating You Loong, the Frenzied Blackwater Crew Leader, on Meigu Lake, about 45 m from the Blackwater Crew Dock bell.
He is a different fight from You Loong, Leader of the Blackwater Crew, deep below Pangzhen, who gives You Loong’s Deluge itself. You need both to temper it. The Meigu Lake collectibles list covers the rest of the lake.
High-power Pump item card
The item card reads:
Unable to find a scholar who understood mechanisms and unable to afford the blacksmith in town, the fishermen of Meigu Village simply squatted down on the riverbank and tinkered themselves.
After seven or eight days and nights in which they melted down half an anchor and dismantled several fishing spears, they somehow managed to piece together this contraption. Set it on the ground and it swallows water and spits it back out; fitted into the You Loong’s Deluge, it is more useful still.
Its effect line reads: “Used to Soul Temper You Loong’s Deluge.”
What High-power Pump does
High-power Pump has one job: it is the Soul Tempering material for You Loong’s Deluge, and it works on that weapon alone. It sits alongside the other upgrade items in the full list of Soul Tempering materials.
To use it, visit Myst in the Order’s underground tavern in Pangzhen. Soul Tempering You Loong’s Deluge costs 5,000 Remnant Dust plus the High-power Pump. The full process is explained in how to Soul Temper.
