Quick answer: She died long ago, and Inanis says she refused to let go. After you bring her home to the Realm of Mirage, Inanis says no trace of her consciousness remains.
What Inanis tells you
Inanis speaks to you right after you arrive. A figure lies on a bed beside her, and she says plainly that her child led you here but won’t come back.
“She brought you here… but she will never wake again.”

“That was probably the last trace of her consciousness…”
“I should be the one thanking you—for bringing my child home.”
“We must look ahead now, Master Soul.”
When you talk to her, she goes further. “There is nothing left of her, not even a trace of consciousness.” She follows it with “My child… is finally at peace.”
Soul names the purpose behind it all: “All to make a Perfect Vessel for the “Lady of the Veil”…” Inanis takes the blame on herself. “My daughter died long ago. I was the one who refused to let go.”

Soul Displacement is the Thread-Binding Sect’s technique for moving consciousness into a puppet. The book THREAD-BINDING SECT: SOUL DISPLACEMENT PUPPETS opens with the core rule: “The Thread-Binding Sect can use the Soul Displacement Art to extract part of a living person’s consciousness and bind it to a puppet.”
Soul asks the obvious question: “The Soul Displacement art from the Thread-Binding Sect.. it’s not true resurrection, is it?”
Inanis answers with the Flesh Lily. “There is a rare flower—the Flesh Lily—that can draw a consciousness from a puppet back into the flesh.” Timing decides the outcome. “If consciousness returns quickly, they remain unchanged.”

For her daughter, it came too late. “But my child… she was gone for far too long.” Inanis adds what the effort cost her: “But in doing so… I lost the time I could have spent with her.”
What a puppet’s consciousness is
Soul then asks, “Then what exactly is the consciousness inside a puppet?” Inanis’s answer sets the limits of Soul Displacement.
“Once consciousness leaves the body, it loses what makes it truly human.”

“Everything it does afterward is just a reaction derived from the original memories.”
“It cannot form new emotions, nor new memories… no matter how refined the craft, it cannot change that.”
A puppet holding someone’s consciousness only replays that person. It doesn’t grow or feel anything new. Inanis closes with: “Remember this. Nothing can replace a living body!”

Where this conversation happens
The scene takes place in the Realm of Mirage, right after you leave the hall at The Lady’s Shrine.

Press E again; she only repeats, “Some things… once they’re gone, they’re gone forever…”
