You can only reach One-Eyed Isle by boat, so you need at least one Meigu Lake wharf that you have already used.

The opening scene shows close-ups of the Archer in his straw hat and a long arrow in flight. He then leaps over a thatched roof as a red line cuts across the screen. When the scene ends, the One-Eyed Archer boss bar appears at the top of the screen.

In our run, the opening scene appeared on the initial visit, but not on the next one; that time, the boss bar showed up immediately.
One-Eyed Archer moveset
The names below describe what each attack does. They are not the game’s own names for them.
Bow attacks across the creek
Aimed shot: He draws back his bowstring, projecting a long red targeting line across your position. The line marks the arrow’s path, and the arrow follows it.

Fire arrow: From the far bank of the creek, he shoots an arrow that trails flames.

Shots across the water: He stays on the far bank, 15 to 30 m away, and keeps firing.

Sword attacks up close
Crouched approach: He drops low with a red glow and his sword drawn, then closes the gap.

Close sword cuts: At short range, he attacks with a sequence of sword swings.
Wide red crescent sweep: A close-range sword swing that leaves a large red arc in the air.

Close thrust: At arm’s length, he uses the long arrow and bow to stab at you.

Backstep and re-draw: After a close-range combo, he retreats and lifts his bow to aim again from mid range.

Low-health red phase
When his health is low, the scene shifts completely to red: the sky changes color, red haze spreads across the arena, and he leaps toward you.

In this phase, he can also trigger a red ray burst, sending about a dozen rays fanning out from a single glowing spot on the ground around you.

Tips for fighting the One-Eyed Archer
Watch for the long red line, because it is your warning. It crosses you before the arrow arrives.
His pattern repeats. He shoots from across the creek, dashes in for a chain of sword cuts, then steps back and picks up the bow again.
Leave extra space for his close attacks. The crescent sweep and bow thrust extend beyond arm’s reach.
In our run, Soul healed with the gourd as he remained on the opposite side of the water, bow raised.

One-Eyed Archer reward: One-Eyed Bow
The reward is the One-Eyed Bow. It is a Ranged Phantom Edge with 214 Damage and 162 Guard Break. The card text reads:
“What appears to be a bow is in fact possessed by an unknown entity from the Discordance, allowing it to unleash otherworldly death rays.”
The bow also works outside combat. Its Ranged Shot line says: “Once obtained, it can shoot down certain hanging objects at medium to long range, even when not equipped.”

Next, the game asks “Equip the new Phantom Edge now?” and gives you three options: Advanced, Confirm, and Back.
