Burning City is a Lantern in Napoleon's Prison. Like other Lanterns, it is a place to rest and level up, and once you unlock it you can fast travel back to it. The nearest other Lantern in Napoleon's Prison is Prison, about 300 m away in a straight line, so the pair sit close together in the region.
The chests nearest Burning City hold Exquisite Firearm Parts. Take care when opening them, because 1 of the chests near this Lantern is trapped. Lying near it you can also pick up 3 Special Ammunition and an Imperial Catalyst Clot. Gather these before heading on, then return to the Lantern to rest or level up, or fast travel out once it is unlocked.
