The Sonic Power Sneakers are a Mythic mobility item added with Fortnite Chapter 7 Season 4, the season Epic Games is calling Fortnite Override. They are not a cosmetic Kicks item. They sit in your inventory as gear, and they change how you move and how you fight.
Quick answer: Land at the Green Hill Zone POI and open chests and floor loot there, or beat the Dr. Eggman boss NPC and take the Mythic loot he drops.
Where the Sonic Power Sneakers spawn
There are two reliable places to look, and both are on the Sonic side of the map. Everything else is luck.

The sneakers give you two moves, and which one you get depends entirely on whether your feet are on the ground.

The head bounce is the part that separates these from every other movement item in the loot pool. Rifts, launch pads and boosts are escape tools. The Spin Attack can be chained on a player who is stuck in the open, so the sneakers work as pressure as well as repositioning.

How to confirm you actually have them
Check your inventory slot after the pickup. The Sonic Power Sneakers occupy a slot like any other item, and once equipped you can test them immediately by charging a Spin Dash on flat ground. If you launch forward, they are active. If nothing happens, you either did not complete the swap or you picked up a different Mythic.
Note: Do not confuse the sneakers with the other Sonic-flavoured effects in the season. The Sonic Sprite makes you sprint faster, and the Sonic Speed Match Override ramps up sprint speed over time from an Override Console. Neither of those gives you Spin Dash or Spin Attack.
Why the sneakers are hard to hold onto
Mythic gear pulls a crowd. Green Hill Zone is one of the marquee new POIs this season, sitting alongside Stone Sanctum and Reality’s Reign, so hot-dropping there means fighting several squads with the same plan. Dr. Eggman’s area is no quieter, because he is one of the few guaranteed Mythic sources on the map.
If you want the sneakers without the early-game brawl, land on the edge of the POI, pick up a weapon first, and move in once the initial fights have thinned out. The item will still be there in the chests other players left behind, and a mid-game Dr. Eggman fight is far more survivable than a first-minute one.
Once you have them, the sneakers reward aggression more than caution. Spin Dash closes distance that would normally cost you a rift or a vehicle, and the airborne bounce turns a rooftop or a hillside into a real attack angle. That is also the trade-off, since every use is loud and visible, and anyone nearby will know exactly who has the Mythic.
