Uriash Village sits in the far western reach of Vale Sangora, and once you can walk through its gate, it doubles as a repeatable source of XP and Corruption. The NPCs inside respawn the moment you reload a manual save, so a full clear can be run back to back with no travel and no advance of the 30-day clock.
Quick answer: Finish “A Friend Like This” and “Song of the Mountain” to enter Uriash Village, kill the village NPCs while leaving at least one alive (the Matriarch or a vendor), then make a manual save and immediately load it — every defeated NPC reappears instantly.
What you need before the farm works
Access is gated by two quests rather than by level, which is why the loop is available early. Difficulty does not reduce the XP these NPCs award, so lowering the setting is a valid way to speed up a low-level run without cutting your returns. Running the loop at night also builds Corruption, which is what unlocks further Vampirism upgrades.

You know it worked when the village is populated again on load and the surviving NPC is still alive and unhostile. If enemies do not come back, the usual cause is that nothing was left alive to anchor the reset, or you loaded an older save from before the clear rather than the one you just made.
Why the 30-day clock does not punish this
Time in Vale Sangora only moves when you commit to an action that spends it, which is why fighting and traveling can be repeated freely. That makes a fixed, respawning encounter one of the few ways to add levels without spending part of your budget on quests you did not want to run.
Note: levels alone do not open every skill. Swordmastery and Witchcraft upgrades still need Skill Manuals from loot, chests and merchants, while Vampirism scales off Corruption. The farm covers XP and Corruption, so you will still want to buy or find Manuals to spend the Skill Points it generates.
The cap is Level 50, and hitting it awards the Glass Ceiling achievement. Reaching it inside the initial 30 days is unlikely even with a repeatable spot like this, but you can keep playing past an ending and continue accumulating XP until the counter tops out.
