The Infernal Ambusher is one of the tougher things to pin down in Grand Blue, mostly because players go looking for it in the wrong place. It is not sold, it is not a ticket purchase, and no vendor hands it over. It is tied entirely to the Ambush system, and that system has a gate in front of it.
Quick answer: Complete the Commander quest line on 7th Company Island to unlock the Company system, then clear standard Ambush events on 7th Company Island and Ruined City until the Infernal Ambusher spawns.
Where the Infernal Ambusher comes from in Grand Blue
The Infernal Ambusher is a rare spawn attached to Ambush events. It does not come from the ticket seller NPC, so buying tickets will never produce one no matter how many you run. Ambushes are the only source.
Ambushes themselves are not active for every player from the start. Until the Company system is unlocked, Ambush events are simply not part of your loop, which is why standing around in Ruined City for an hour can produce nothing at all.

Everything starts with the Commander quest line on 7th Company Island. Finishing it unlocks the Company system, and the Company system is what switches Ambush events on for your character. Skip it and the rest of the process does not function.

Ambush event locations to patrol
Two areas carry the Ambush spawns. Server hopping to random islands wastes time, because the event simply does not appear there.

Once Ambushes are live, the process is repetitive but straightforward. Standard Ambush events are the input, and the Infernal Ambusher is the rare output.


If Ambush events are not spawning at all
There is one cause worth checking before anything else. If you patrol both areas and no Ambush ever triggers, go back to the Commander on 7th Company Island and confirm that every step of the quest line is genuinely finished. An unfinished step leaves the Company system locked, and with it the entire Ambush loop.
Once those steps are wrapped, return to the patrol route and start clearing again. The Infernal Ambusher is a low-frequency spawn by design, so treat it as a numbers game rather than a single trigger you can activate on demand.
