Panthalus is the No.203 legendary “Legendary Ocean King,” a pure Water Pal with a full set of exclusive Water attacks. As a raid attacker, its value is narrow but real. Water damage is only super effective against one raid boss element, so Panthalus performs best where the target is weak to Water, and its late-game access to Holy Burst gives it a second, more universal role.
Quick answer: Use Panthalus against Blazamut Ryu, whose Phase 1 is weak to Water. Level it to 50 so it learns Holy Burst, the Normal-element skill that also works well for Blazamut Ryu once the boss swaps to Electric in Phase 2. Against Dark bosses like Bellanoir, a Dragon-type attacker is a better choice.

Panthalus stats and damage kit
Panthalus is built more for defense and mount patrol than raw ranged output. Its Shot Attack of 120 drives its skill damage, while its high Defense of 200 helps it survive raid AoE. Its partner skill, Resonant Guardian, lets it fly as a mount and patrol a base from above, but only one can be summoned to a base.

Blazamut Ryu (Lv 55) is the raid boss where Panthalus fits. In Phase 1 the boss is Dragon/Fire and weak to Water, so Panthalus’s exclusive Water skills land bonus damage. Grand Breach and Aqua Tornado are its heaviest hits and both carry into that phase.
The catch is Phase 2. At 10% HP remaining, Blazamut Ryu heals 30% of its health and switches to Electric, which resists Water. This is where Holy Burst matters. Level 60 Pals equipped with Holy Burst are a reliable answer to Blazamut Ryu, and Panthalus learns Holy Burst naturally at Level 50, so a single Panthalus can pressure both phases without swapping armies.
Note: Blazamut Ryu also has a status resist of 10, much higher than Bellanoir Libero, so it gets stunned far less as the fight runs on. Plan for a longer damage window rather than lockdown.

For the Dark bosses, Bellanoir and Bellanoir Libero, Panthalus offers no element advantage. Any mix of Dragon Pals around the right level clears Bellanoir, and Bellanoir Libero’s Phase 2 shifts to Ice with a Fire weakness. Both floating bosses dodge many attacks, so accuracy-friendly skills like Seed Mine and Flare Storm are preferred over a Water kit.
Raid rules that shape your DPS
Raid mechanics now reward concentrated attacker damage, which is exactly how you should think about slotting Panthalus. Understanding the current rules keeps a run alive long enough for its longer cooldowns to matter.
- Aggro follows the highest damage dealer, so the boss will chase whoever is pushing the most output.
- With good positioning far from the raid army, your base Pals stop taking damage because the boss locks onto the top attacker.
- Every raid has a 10 minute timer. You only lose if the timer expires or the Pal Box is destroyed, not if you die.
- The old pal pod and rescue-pal strategy has been patched out, so raw sustained DPS is the deciding factor.
Fights start by placing a Slab in a Summoning Altar, a Level 32 Tech unlock. Each boss needs its own Slab, crafted from four Slab Fragments at an Assembly Line, and both the Slab and the altar are consumed per fight. Defeating a boss drops its Ultra (or Master) Slab for a tougher rematch with better rewards.

How to confirm Panthalus is pulling its weight
You will know Panthalus is effective when its Water hits produce the large orange critical numbers against Blazamut Ryu in Phase 1. If those numbers shrink after the boss heals and turns Electric, you have entered Phase 2, and that is the cue to rely on Holy Burst rather than the Water skills.
If Panthalus feels weak against a boss, the most common reason is element mismatch, not the Pal itself. Water does nothing extra to the Dark, Ice, or Electric phases of the other raids, so reserve Panthalus for Blazamut Ryu and bring a Dragon or Fire attacker to the Bellanoir encounters. Overleveling by ten or more still smooths any raid, so pair Panthalus with a level advantage before challenging the Ultra versions with their roughly triple health pools.
