Eric Hirsch is a trader in Permafrost, and you will find him standing at the Technocrats Colony. That is the place to head when you want to deal with him. He also figures in The Guided Tour, where one of the steps is simply Meet Eric.
Eric deals in Quality Metal along with a set of scrap tools: the Scrap Axe, Scrap Pickaxe, Scrap Shiv and Scrap Sledgehammer. To trade, talk to him and pick the trade line, which opens the BARGAIN screen. What he carries is not fixed, because a trader's stock changes from one visit to the next, so an item you saw last time may not be on offer when you return. His part in The Guided Tour does not end with the first meeting: the step Helicopter, Helicopter is one you report back to Eric once it is done.
