Lapislazuli comes from mining blue rock formations in Kindlewastes, the sandy desert region. This level 25 Common material has a stack limit of 250.
Quick answer: Reach the Ancient Spire in the Kindlewastes by fast travel, then glide down to the sand and use a pickaxe to break up the blue rock deposits.
Where to mine Lapislazuli in the Kindlewastes
The blue deposits sit as mounds of blue rock in the open sand, and some are set into the red rock walls as well. Each deposit you break also hands you Sand and Sandstone, which show up in the pickup list on the left of the screen alongside the Lapislazuli.

Picking up Lapislazuli for the first time unlocks new recipes, including the Sage Tunic at the Alchemist. Its item text reads: “A rare gem famous for its magical properties as a catalyst. It’s great for channeling and shielding!”
