Safe zones are named places on the Permafrost map, and the map has 7 of them: Church, Crow's Nest, Horizon, Sonnenberg's Clinic, The Last Stand, Solar Power Plant and Technocrats Colony. When you die, the game offers you a respawn at the nearest safe zone. Horizon is the first safe zone of the game, and the journal names it as a Safe Zone.
For gathering, Sonnenberg's Clinic has 263 spots to loot and mine nearby, Church has 217, Solar Power Plant has 203 and Horizon has 143, which makes these the strongest bases for a supply run.
Church, Crow's Nest, Horizon and The Last Stand each have a fast travel post under their own name, and Solar Power Plant has one called Fast Travel: Solar Fields. At Church you can trade with Anna and Condor, and Condor also turns up at The Last Stand alongside the General Trader. The Mule can be met at Church and at Solar Power Plant as the story goes on, and Logan Boyce trades at Solar Power Plant. Dr. Sonnenberg is at Sonnenberg's Clinic and Eric Hirsch at Technocrats Colony. Horizon is a No Build Zone, so you cannot place your own pieces inside it.
