The Damaged Emperor Relay is a loot container you open for what is inside, and it turns up on Pendola Pass alone. An ordinary round, with no map condition running, has 10 spots for it there, so Pendola Pass is the map to pick if you want to search one.
Almatera Village holds 2 of those spots, more than anywhere else on the map, which makes it the place to head to first. Railyard and Weather Station each have 1, and both are worth working into your route through Pendola Pass once you have checked Almatera Village.
