The Iron Marshall is a boss you face in Fallen Village, a region of Valor Mortis that opens during main quest chapter 3, RENDEZVOUS. You cannot reach the arena before that chapter begins, so there is no point searching for the fight earlier in the campaign. The Lantern nearest the arena is Orchard. Use Orchard as your starting point for each attempt, since it puts you closest to the Marshall's ground when you want another go.
The Iron Marshall fights in 1 phase, so the pattern it shows when the encounter opens is the one it keeps until it falls. Its rising bash cannot be blocked. Learn how that attack begins and dodge it rather than holding your guard, because blocking will not protect you from it. None of its attacks build up Ignite or Stasis, so you can commit to the fight without preparing for either status and keep your attention on its strikes. Defeating the Iron Marshall gives 7,000 Catalysts and unlocks the achievement Ultima Ratio Regum.
