General Lothaire, the Eagle-Bearer is an imperial commander who holds the empire's flag in one swollen, misshapen arm. Under that flag, the heads of many soldiers have merged into one huge body, their faces caught between loyalty and suffering. For all its monstrous shape, it moves forward with the drive of a regiment that has kept its will after death. It is a living image of war, carried onward by the dead. You face it on The Battlefield, and it is also fought in the Abandoned Church. The nearest Lantern to the arena is Field Encampment, and the region opens in main quest chapter 1, REVIVAL.
The fight has 2 phases. Lothaire calls in 3 Risen Soldiers and 2 Risen Musketeers, so you have to handle them as well as the general. Several of its attacks cannot be blocked and must be dodged: the corpse throw, wave, spike line, leap, grab, bash and shot burst, along with some hits of its combos. Its attacks do not build up Ignite or Stasis. Defeating it gives 10,000 Catalysts, drops the Commander's Catalyst Clot and unlocks the Torn Banner achievement.
