Talos is a boss fought in the Clock Tower, inside the Throne of the Builder. The closest Mirror of Life to the fight is Foundry Apex, so that is where you save before going in to face it.
Defeating Talos gives you The Builder and Fist of Talos. The Builder is an Arcana card, number 5 of the Tarot, and it carries the ability Smash. Winning the card is only part of it: once The Builder is yours, head to Final Trap, also in the Clock Tower, to pick up Smash itself. The nearest Mirror of Life to Final Trap is Foundry Apex as well, the same save point you use for the boss.
2 clues point towards The Builder before the fight. In Daedalus Crossing you can pick up blueprints for the Clock Tower, and in Abandoned Workshop you learn that the Builder has fled to the Clock Tower, which is where Talos waits.
