Wooden pallets are objects you break for Wood, and they need an axe. Walk up to one and a prompt to break it with the left mouse button appears beside an axe icon. The icon is red while you hold no tool that can break the pallet and turns white once a Stone Axe is in your hand, so equip an axe before you start.

Pallets gather most thickly around the Church, the Greenhouse and the Water Tower, with more near the Military Area, Bunker Checkpoint and Horizon. At Bunker Checkpoint, pallets on the ground floor stand between you and a walled yard with a Military crate and 2 Lockers, so bring an axe if you want into that yard. The map also has 12 spots out in the open, away from any named place. Wood goes into Coal, the Crude Bow, and the axes, pickaxes, shivs and sledgehammers made from flint, copper and iron.
